What is the difference between Secret and Top Secret?
Both are permission to work with classified information. The difference is the harm a leak would cause. A Secret covers material that would do serious damage, a Top Secret covers material that would do exceptionally grave damage. The Top Secret check runs longer: 243 days against 197 in the latest industry averages. The work pays more too, $126,839 against $107,439 in the 2026 ClearanceJobs compensation survey. A Top Secret also covers Secret work.
Is a Top Secret clearance harder to get than a Secret?
It is a longer check, not a harder one for you. The steps are the same. A job sponsors you, you fill out the SF-86, investigators do the work, and the agency decides. DCSA's most recent industry averages put an initial Top Secret at 243 days and an initial Secret at 197 days. An interim Top Secret usually takes one to two months, so plenty of people are working before the final answer lands.
Can I upgrade a Secret clearance to a Top Secret?
Yes. A Secret can be raised to a Top Secret, a Top Secret to TS/SCI, and a polygraph can be added to what you already hold. You keep working the lower-level work while the higher level is processed. The upgrade still runs through a job. The employer puts you in for it because the work requires it.
What does TS/SCI mean?
Top Secret plus Sensitive Compartmented Information. SCI is not a fourth level. It is a layer on top of a Top Secret, and the compartments are handed out on a need-to-know basis. You get read in on your first day, and you do not learn what a compartment means before that. TS/SCI is what the Intelligence Community runs on, and it carries the highest salaries.
Is a Public Trust a security clearance?
No. A Public Trust says you can be trusted with a job that carries real responsibility. A security clearance says you can be trusted with classified information. Different forms, different checks. A Public Trust runs on the SF-85P, gives you access to nothing classified, and does not convert into a Secret later.
